The MPs accepted in the second reading the conditions for free installation of photovoltaic systems for own consumption only with a notification regime. Systems must not exceed 20 kilowatts of installed power. Another condition is that households do not sell their surplus back into the grid.
A serious discussion broke out in the plenary hall as to the maximum capacity for the construction, which would not require a building permit. Initially, it was decided that this power should not exceed 10.8 kilowatts, but according to a consensus decision and a proposal by Vladimir Tabutov, the limit was raised to 20 kilowatts.
On the proposal of Violeta Komitova from "Bulgarski Vozhod" an amendment was adopted regarding the further order to proceed with the photovoltaic systems. On her proposal, it was voted to cancel the agreement with the electricity distribution company, which in principle applies only to objects that have a construction permit, since the law specifically decided to cancel the request for a permit for solar panels with small power for self-consumption.
With another amendment to the law, the installation of installations with a capacity of up to 1 megawatt in and outside regulated plots will also take place under a simplified procedure.
In the case of solar panels, wind installations or other types of RES with a capacity of up to 1 megawatt, the business will not require approval of an investment project. At the same time, even if it is outside a populated place, for example in agricultural lands. Thus, the installation of solar or other power will be possible, including for farmers.
The text also applies to those cases in the ZUT in which the regime of tacit consent has already been introduced. The texts for them state that the municipality is simply notified of the intention to install a certain RES on a roof or facade, and if the municipality does not respond within 14 days, it is considered to have agreed.
We remind you that Bulgaria was warned by the EC of an upcoming violation procedure, as the 2018 European directive on promoting the use of energy from renewable energy sources has not been transposed into our legislation.
